A former military "Grey Man" was found tortured and killed after living on the streets. How did he end up living on the streets and who killed him? Granger keeps the details surrounding Harrison Goodsell to himself and has the team investigate on their own.

They find out there was much more to the military "Grey Man" than they first believed. He wasn't homeless, but pretended to be for some reason while also showing up at a restaurant regularly dress in a business suit. It appears to be related to a Mexican drug cartel.

Goodsell had photos of two women on his phone and during survelliance, NCIS spots one of the women talking to DEA agents. The team goes undercover to question her about her relationship with the agents and the cartel. She was a working women getting intel on cartel leader, Pena.

The case gets much more complicated as they uncover the real plan surrounding Pena and those involved.
