Blue Bloods Season 13 Episode 19 revolves around Frank's desire to treat all his officers equally.

When an anti-cop protester shoves Eddie, Eddie arrests her. The woman makes a lot of noise and rolls around on the floor like she's seriously hurt.

The next morning, Garrett thinks Eddie should be put on modified duty pending an investigation while Sid thinks it's time for the cops to stop acting like anti-cop sentiment is true. Frank doesn't want to put Eddie on modified duty. Eddie shows up and asks to be so that the cops on the street won't think she got off the hook because she's married to Jamie.

The investigation clears Eddie of any wrongdoing, but there's a problem -- the woman is now suing the city and claims that Eddie seriously injured her neck. The woman has a history of frivolous lawsuits against the city, which are usually settled out of court, giving her a big payday for nothing. Frank knows this lawsuit is BS but he doesn't want to overrule the CCRB, which is conducting its own investigation, because it'll look like abusing his power to help his family.

Sid thinks they should check into the woman to see if she is really injured, but Frank thinks that shows favoritism and won't do it. Henry thinks this needs to be taken care of, but Frank doesn't see how.
