Law & Order: Organized Crime Season 3 Episode 12 revolves around a cold case that has a personal connection for Bell.

When Bell goes to a parole hearing for the man who killed her partner, she intends to make a statement, but the hearing ends in a bizarre way: Octavio claims he is innocent and forced by the real killer to take the fall. Bell is shocked but her gut says it's true. She begins investigating.

The detective in charge of the original case won't tell her anything and the Deputy Inspector says this is a waste of resources, but Bell keeps digging anyway. She learns the real killer, Murphy, is a mob boss who has never been held accountable and that a DEA undercover op failed. However, she wants to lure Murphy to them instead of the other way around. She gets Teddy Silas to reopen his bar so they can use it as bait to catch Murphy and his right hand man, Seamus.

Seamus comes to the opening and falls hard for Jet, who is undercover.

Meanwhile, a DA approaches Stabler asking him to help her look into Murphy and claiming Benson vouched for Stabler to her.
