We begin with what appears to be an advertisement for a casino. The casino belongs to the Silas family and the OC unit is watching. They are a super powerful family. Bell made him go to a fundraiser with her. A guy named Henry Cole was pushed out to build here. They meet Teddy, the head of the family. The younger member of the family feels a need to announce how pro-cop he is. They leave and Teddy says he invited them. The younger guy's girlfriend gives him a pep talk.

Meanwhile, Henry Cole refuses to leave his apartment to make way for the casino. The younger Silas wants a construction guy to do something shady about this.

At night, we see a shadowy figure with a bag sneaking toward Henry's apartment. Henry is drinking. He looks out the window. Turns aruond and sees something that spooks him. He falls out the window.

Stabler gets a call from Teddy Jr who apologizes for his behavior. He was anxious and shouldn't have made his guest uncomfortable. He wants police support, especially with the tragedy. Stabler doesn't know that Cole is dead. Teddy Jr. plans to pay for the funeral expenses. Stabler says he has to get off the phone and hangs up. He calls Bell and says they have a problem.

A new detective is at the unit. Jet is annoyed that he drank her oat milk. Henry's death is on the news. Stabler comes in and says it was not an accident, not when Henry lived there his whole life. Bell will not let him investigate this. He also thinks the new guy is too young.

Pearl wants to know if he had anything to do with Cole's death. Teddy insists the guy got drunk and fell. He says he would never jeopardize their marriage or her trust.

Stabler goes on a ride with Whalen, who wants more action and asks why Stabler is here. He doesn't like bullies.

Bell has a meeting with Denise. She can't believe they are getting divorced. Denise says Bell had a job as a wife and mother that she abandoned. Denise won't relent.

Stabler and Whalen go to Cole's apartment. A cop there icalls Stabler a rat.  Whalen gets in the cop's face. Stabler sends Whalen away and tells the cop he is investigating this murder and no one else had better come in. Later, Stabler tells Whalen not to fight his battles for him. Whalen says he joined this unit because he hates dirty cops.

Stabler and Whalen visit the construction site. Cole's daughter is there. Stabler says he will not allow the building to be demolished as he is investigating what happened to her dad. She is upset and hugs him. Something falls and almost hits them and a worker says construction sites are dangerous.

Stabler goes to the ME. Cole died upon impadt. BAC was .18. Can't say if he was pushed. There were dozens of rat bites inflicted pre-mortem. Might be because of the pandemic. He thinks it is an accident. Stabler says delay your report.

Whalen wants to process the apartment. Stabler is annoyed with him. Whalen is wondering who the other tenants were. Stabler says go for it. Jet says the rats were unusual. Maybe some Hudson students she knows can help.

Pearl spies on Teddy Jr and Sr. TJ thought his dad would be proud of him. TS says he is head of this company. Get praise from your wife and grow up. He claims he is hard on TJ because he loves him. He wants a grandkid. He leaves. Pearl hits the elevator button.

The rat guys are very nerdy and are boring Whalen, thought Jet is smitten. Anyway these are rats that were imported from elsewhere. They won't tell them where they came from but admit they bought similar rats from dangerous people. Whalen threatens to arrest them and one admits he got them from a guy in the Bronx.

Bell is angry that Stabler went behind her back. She will not be undermined. Stabler said he had only two days before the ME's report came out. Bell says this is political dynamite and must be handled with tact so they must work together. Jet has something.

Bell is shocked about the rats. They are being sold on the Dark Web. Bell says someone needs to answer for the murder.

Bell tells Stabler maybe Denise is right. Was her career worth it? Stabler says he was married a long time and if he's being honest, it lasted because Kathy made it work.

They arrive at an abandoned area full of rats.  Stabler tells someone to get out of the bushes. Come out or he'll call Animal Control. The guy comes out. He says he's going legit. He won't tell them where he gets the rats. He sold the ones they're interested in to an anonymous guy who  paid in cash. They look at footage.

Pearl is doing yoga. TJ shows up and orders her to stop. He needs her to listen to him about something serious. He was devastated that she thought he could plan a murder. He said she was the most beautiful woman and was his light. He gives her a 6 carat ring. She says she wants to start a scholarship in Henry's name and this ring could fund a school by itself.  They end up kissing. Teddy doesn't think they need ot go in because they own the city.

Jet and Whalen watch footage. There isn't much. Bell is waiting on a new detective who was a UC and is coming for an interview. Turns out the electrician is the UC. He notices a coffee cup in the footage.

Bobby says this is a real investigation, not like buy and bust. He's the guy America doesn't see. Jet has ID'd the suspect, Kenneth Kyle, so far no mob connections but Jet hasn't cross-referenced yet. She takes Reyes with her to the guy's address.

Bell and Reyes talk to a neighbor and find out Kenny had a seizure and is in the hospital. They find out he is in septic shock and got bit by rats. If he hadn't had immediate care he would die.  Reyes and Bell surmise Henry was bitten by rats and fell by accident but was supposed to die from the bites. Kenny has run away from the hospital.

Teddy is at a meeting with a mobster at a club. He tells Vince they have too many eyes on them to cut corners.

Stabler and co arrive at the club. Jet is confused when he tells her to cut a rug. She and Jamie dance while keeping an eye on their suspect.

Kenny is in bad shape as he heads toward Vince.

Kenny gets violent as the cops chase him. He runs out the emergency exit. and steals a car. Stabler is on the hood but falls off. Bell puts a BOLO out. Stabler says Kenny will get sicker soon.

Also, ME ruled Henry's death a homicide.
