Stabler and Wheatley's face-off intensifies on Law & Order: Organized Crime Season 2 Episode 13.

When Wheatley kidnaps Sebastian and threatens Angela to get him to comply with his plan, it sets off a series of troubling events. Sebastian appears virtually to his followers and says that they will soon be able to topple the billionaires who are holding the government hostage. Soon after, the cops arrest a burglar who was carrying out Sebastian's orders to steal blueprints. They don't get much info out of him, but find out there is another meeting scheduled for Thursday.

Bell is reluctant to let Stabler go undercover at the meeting, but he insists it's the best way to find out what's going on. At the meeting, he meets a girl, Anna, who is wide-eyed and excited about being part of the revolution. A bunch of guys drag Stabler away but it's not because he's undercover--they don't like him flirting with Anna as if this is a singles club. Stabler uses Malachai to get himself out of a tough spot and eventually arrests the leader of the group. He lets Anna go as she didn't want to be part of any violence.

Stabler convinces the guy he arrested to tell them where the bombs are and all five bombs are neutralized, but then Stabler realizes they were a distraction from the real target: a substation that controls the power grid for all of the city.
