Law & Order: Organized Crime Season 2 Episode 16 revolves around two separate but related investigations.

Stabler struggles with his feelings about investigating Donnelley. He feels like he's betraying him, cops in general, and his father. His father was proud of him when he became a cop. Stabler's therapist thinks his father would be proud of him for weeding out bad cops too.

Stabler is transferred to a new precinct where the sergeant hates him and is put on desk duty but sneaks out with Donnelley to get involved in drug sales. Donnelley gets shot but is all right and he and Stabler rib each other about it a lot. The sergeant threatens to have Stabler fired but the powers that be don't allow that.

Meanwhile, when a lawyer who worked with sex trafficking victims is killed along with a client, Bell is sure that the Marcy Killers are behind it. Nova insists that Webb is anti-trafficking and that Hugo has nothing to do with it. She's angry after Bell arrests Hugo anyway. Now Webb doesn't trust her and it could harm the whole operation.

Angelica: If he knew I was talking to you...
Beth: Everything between us is entirely confidential.

Stabler: It just feels like betrayal. I know what I'm doing is right but I can't shake the feeling that I'm betraying these people even though they're the ones who are betraying their oath.
Therapist: Tell me more about what's behind this feeling.
Stabler: My father.
Therapist: What does he have to say?
Stabler: Nothing. He's been dead about 30 years.
