Law & Order: Organized Crime Season 2 Episode 15 sets up a new arc for Stabler now that Wheatley is gone.

While jogging, Stabler recalls being suspended pending an investigation into his conduct re: Wheatley. He confronts Bell at 1PP, loudly and rudely. Benson breaks up the fight and refuses to put in a word for Stabler with McGrath.

Later, Bell thanks Benson for her help and Stabler comes in and says he thinks Donnelley bought it. He feels guilty about investigating another cop, especially since their fathers were friends. Benson reassures him he's doing the right thing but won't commit to lunch with him because he's undercover.

Stabler befriends Donnelley and learns that he is part of a secret organization of cops called The Brotherhood that operates like a gang. Meanwhile, when Donnelley's gang decides to steal from Preston Webb, Webb's gang declares war on Donnelley's.

Elsewhere, Nova does her best to support her pastor brother, who has no clue she's a cop. And when Webb promotes her to second in command, Bell feels it's too dangerous but Nova refuses to be pulled from the case.
