Recap

Stabler jogs in a hoodie. In flashback, Brewster takes his weapon. He suspends Stabler pending an investigation into his activities. There's a flashback of him meeting Donnelley.

Stabler meets Donnelley at the park while he's tying his shoe. Stabler thinks his suspension is temporary. Donnelley plays a clip of Bell saying no one is above the law and no one is indispensable. Donnolley suggests Stabler go to war.

Bell has a meeting at 1PP with Brewster. Stabler thanks her for throwing him under the bus.  Benson breaks up the argument. Stabler asks Benson to put in a good word for him with McGrath but she won't.

Later, Bell thanks Benson for her help. It turns out that was all a ruse for Donnelley's benefit. Donnelly is taking bribes from the Marcy Killers. Stabler says his father would have hated this. Benson reassures him he's doing the right thing. Stabler wants to take her and Noah to lunch but she doesn't want Noah to get attached when Stabler is undercover.

Meanwhile, the Marcy Killers donate computers to a poor school. Afterward, Nova gets a call. There's a problem at the warehouse.

The Marcy Killers confront a guy who they accuse of planning to leave the gang and start his own.

Bell meets with most of her team about Kilbridge and his connection to Webb.  Nova gets a call and says it's a family thing.

Webb and his wife meet with Kilbride in an art gallery. Kilbride asks Webb about the problem at the warehouse and if there is a rising insurgency.

Nova and her brother meet in a graveyard. She won't pray but agrees to support him on Sunday. They are at their parents' graves.

Stabler and Donnelley are watching a ball game. Stabler tells someone on the phone now is not a good time and he knows he's past due. He tells Donnelley that was Eli's school wanting tuition money. He ignores the next phone call and Donnelley says they should go to his place to avoid future phone calls.

It is Jet calling. She says she guesses since there is no  answer her ruse worked.

Nova's brother gives a sermon. Webb and his wife show up at church. They compliment him and are surprised to learn Nova is his sister.

Donnelley gives Stabler a beer. Stabler asks about Donnelley's five kids. He has another one on the way with wife number 2. Also he has a fancy car that he can't drive to work because it would raise too many eyebrows. He starts complaining how everyone is against cops because of cell phones. His phone rings and he tells someone he can't do that now.

They pull up at a snowfilled curb where a Black guy is watching and Donnelley goes into a house and tells Stabler to sit tight. Both Stabler and the stranger are watching.

Donnelley and his partner have found a dead drug dealer. They decide not to get greedy. Stabler shows up and offers to be backup. Donnelley gives him money.

Stabler reports back to Bell. He thinks Donnelley is running a crew out of the 37. Meanwhile, Flip reports back to Webb he saw cops at the scene. Webb doesn't like the disrespect in this situation and can't allow it to stand.

Stabler can't stay so Bell wants everyone to hurry up. What have they got? Not much. Jett has found out that Donnelley is cheating on his wife. Bell realizes Donnelley is running a gang out of the NYPD.

Webb calls a meeting. He's concerned about factions that are focused on their individual interests. He consolidates his structure and says Nova reports to him and the guys will report to her. One of the other gang members objects and Webb stabs his hand and hits him.

Nova reports to Bell who doesn't like this. Nova says you want eyes and ears on the inside. And she doesn't intend to quit. She gives Bell her brother's number.  She says if you don't want me to do this, call him and out me.

Webb's wife notices the blood on Webb's shirt and says she told him to get rid of Chopper. Tell him next time she'll be the one wearing his blood. MEanwhile, their grandson is born. Webb gets emotional holding him.

Donnelley introduces Stabler to his friend Smoke who is part of the operation. Smoke notices Stabler isn't talking. Donnelley says Stabler is just a money guy. Smoke gives Stabler some money.

Webb confronts Donnelley, saying he thinks one of Donnelley's men took his cash. Donnelley denies it. Webb says if Donnelley is lying their alliance is over.

Donnelley explains that the Brotherhood looks after each other and is an extension of what they do as cops. Stabler suggests they are a gang. Donnelley denies that.

Belle and her wife meet Nova at a Kilbride rally at the art gallery.  Webb's wife opens the event and Webb comes up to make a pitch for money.

Donnelley confronts his Brotherhood members. Parnell doesn't care that he stole from Webb. Donnelley asks Stabler's opinion about what to do. Stabler says Webb already knows they stole it so they m right as well enjoy the cash.

Kilbride introduces Denise and Bell to Webb and his wife. Kilbride pushes the idea of Bell becoming police commissioner. Webb is called away by two Marcy Killers who say that Donnelley, Parnell, and a mystery guy (Stabler) stole his money. Webb doesn't care who it is. He wants his guys to strike back. Webb returns from ordering hits on people to dance with his wife.

Stabler and Donnelley pick up Smoke. They are robbed by Hugo. Stabler preetends to go along with it and then shoots one of the Marcy Killers. He tells the other guy to get his friend to the hospital and tells Donnelley to hurry out of there.

Stabler and Donnelley laugh about their misadventure. Donnelley is glad he had Stabler along. He thinks Stabler is ready to join the Brotherhood.  He wants him to get a tattoo.

We see in the shower that Stabler has a tattoo on his back. Eli sees it too.
