While posing as a gay couple to do a drug bust in a club, Reyes and Whalen cross paths with a robber without realizing it. The drug bust goes bad when a man in the club collapses, but the cops catch the dealer anyway, thanks in so small part to a viglante who beats him up and runs away.

The man who collapsed turns out to be a cop who works for the 4th precinct under Chang, but is not out at work. He wants Bell to be discreet in her investigation so that no one will find out he is gay.

The cops catch up with the vigilante, Dominique, who tells them to cuff him at his home. At the police station, he says he was getting justice. Haven't they heard? gay men are being drugged and robbed all over NYC and the NYPD is doing nothing about it. So he took matters into his own hands.

Bell is upset that this is happening in her community and she had no idea. She becomes determined to catch the robbers despite few leads as to who is doing this.

Bell: It's complicated. As a whole, the department has gotten much better, but can't say that for everybody.
