Law & Order: Organized Crime Season 3 Episode 6 gives us the conclusion of the fake cops story.

The cops raid Vaughn's residence, but he isn't there. He calls Reyes and says that he's with him in spirit and plans to kill cops now. Stabler finds a bomb and gets everyone out just in time. Jet almost doesn't make it because she's trying to grab evidence. A car blows up just as she comes out of the house.

Vaughn makes good on his threat, shooting at a couple of uniforms who are walking through a gas station. Stabler is sure that Vaughn has some reason for a vendetta against the NYPD beyond his hatred of Stabler. The brass doesn't want to hear it, but Jet confirms Stabler's suspicions: Vaughn was kicked out of the Police Academy and his record was sealed.

A teacher at the police academy says Vaughn refused to follow directions and he is sure he wants revenge for getting expelled. Another cop, Fink, dropped out around the same time. Fink is a loser who hangs around pool halls and doesn't pay his debts; he tries to attack Stabler and is arrested.
